I have a friend that is a game developer for a rather big company .... His work include some ai work and game mechanics ..... I showed him a couple of attacks and asked him to judge the ai from a professional point of view ... He said there are 3 posibilities regarding the ai of CoC troops
A) the devs are just begginers/students doing this kind of work for the first time ... They just dont know ♥♥♥♥ atm
B) the devs are not beginners but they simply suck at what they do ... Most of the times not knowing anything about what game mechanics and AI is about
C) they know exactly what they are doing, and they screwed the AI/ game mechanics on purpouse for whatever reason
The conclusion? I wil quot my buddy :
"They are either noobs, incompetent or just douchebags"

I personally think that there is nothing wrong with the AI in it's current form. It is simple yet it can result in many different outcome depending on how the player takes advantage of it. Stealing resources or winning attacks is to meant to be easy. If it was the game would become frustrating while you are trying to gather resources as more people would be attacking. The game relies on an attack to be a risk. where wold be you sense of satisfaction for all your hard work in upgrading your defense if everyone can just break it. How would being at the top of the trophies list be anything more than an indication of the person who pay the most gems AND spends the most time in game.
Simply put the game about skill, timing and out smarting your opponents. There is plenty in the very simple AI to make it diverse and full.

The devs would argue its a balance thing - if they improve attacking they would need to improve defending - which is fine.
However your point which I agree with is that we have to at best work around the AI - as someone put control the uncontrollable.
I think to a large part the physical format of the game is to blame - because it's one game for ipod/iPhone and tablet it's down to the lowest common denominator - the small screen - so they don't have detailed targeting.
But I don't agree it's ruining the game, I think it just could be a lot better with improved AI

I think that the popularity of this game has caused people to forget that this is a multi-platform mobile game to be honest.
Yeah, the AI isnt amazing - it can be worked with though and I do agree that at least an initial target option would be good but for what it is, its not terrible... I think we're still a few years away from games with a true 'PC' feel to them and I recon thats what the OP is really after.
I disagree with only being able to go after lower guys though, yeah we may choose to do that but its more the ensure a win/as much loot as possible rather than because its not possible. . . I think clan wars has shown that.

the AI is not terrible, its just your decision making skills and your placement.
you know how the troops target, so place them accordingly.
thats what makes every troop unique, their favorite targets.
