Agree with the OP. Level 4+ Hog Riders can definitely do some damage; however, they have to be in high numbers...Preferably groups of 10+. And as others have said, troops that have range such as archers, or air troops such as minions compliment them nicely.
Looking forward to seeing how this slight buff affects the use of hog riders.

When are regular players supposed to find the time to upgrade their Hog Riders to level 5?
I'm level 86, about a month into TH9, my lab hasn't stopped in over 4 months, I still have a month or two left on regular troops before I can start the 44 day upgrade on Hogs!
I've posted about this before and recommended either a separate Dark Lab or the ability to upgrade 1 regular troop and 1 dark troop at the same time.
Currently upgrading all your DE troops is unachievable. You have to pick 1 or maybe 2 at most, and Hogs are never in anyone's top 1 or 2 dark troops.
They are currently, as Supercell could tell if they pulled the numbers, a big fat waste of space!
Being a farmer the thought of spending my precious black oil on a troop that will inevitably die in battle troubles me. My barb king (and soon archer queen) deserve all of my excess dark elixir. Yet I always (no matter what I do) have maxed out elixir. So dragons are the way to go for me.
Got to agree with Stitch. As a th8, I've been bombarded with a ton of lab upgrades. The thing is that my dragons were upgraded to level 2 in th7. At th7 I would be able to upgrade hogs but farming de at th7 for that is a massive waste of time. I have archers, giants, barbs, wb's and goblins to definitely upgrade first. That's 20 days. Although due to BAM I haven't bother with WB's and have Minions to do instead, which I have level 3 upgrading for 6 days and another one after. Then there's wizards, balloons, dragon, pekka and spells which all take ages. And yes, they have priority over hog riders.
Then there's golems to upgrade, which is a much more useful upgrade, as I will use them at all town halls above for a revenge on a good target. Then there's the BK which takes a large amount of time to farm all the de. And finally I would be saving up for the archer queen when upgrading to th9.
As you can see there's just too much to upgrade that you don't even have time for.
Also agree with the OP. Sure there are other upgrades to prioritize, but eventually even DE becomes relatively easy to come by at the end of th8. I won't use hogs for every battle, but I'm considering a balloon/hog mix for my overnight bake. Yes, splitting air and ground is usually a bad idea, but if they all target defenses you can neutralize ADs pretty quickly.
