Yes, we do expect more out of a badged former. I have no special expertise in anything clash- or forum-related but even I know that SC won't interfere in clan politics and that Bugs and Problems is the right sub forum. You certainly should.

Not going to name and shame but there are other forumers with thousands of post count who bend the forum rules as well. Post count means almost nothing, it just means that you know how to use the forums to be able to post.
Anyway the hacker is saying "waiting for prep day to end". Our prep day for war ends in 5 hours. I wonder what will happen then.
I had similar experience...my gmail acct was hacked though i had never shared nor given info about my acct to anybody else and I was the leader in my clan.
In ny case, the hacker immediately left my clan and joined another clan...he even changed the id....luckily we were able to track his movement and was able to gave sc as where the hacker was and his new id.
Since in your case the hacker is still in the clan..there should be no problem reporting this incident to sc...
The best way in this situation is just to contact sc and go thru ownership verification...they would freeze the account and eventually give it back to the rightful owner.

This actually makes it much easier then. The owners of the "hacked" accounts just go to SC for account verification. I imagine it's much trickier when people have their accounts back but then need SC to start changing around leadership positions as if it were "pre-hack". In this case, folks just need to get their accounts back under their control, which happens quite a lot and there's a process for doing so.
ETA: So when you said he gave himself leader on "his account in the clan"...it wasn't really his account in the clan?
I saw the membership jump back up to 37 and now I see your name inside the clan as an elder. At least they let you back in so far. Unless you never left and I'm making stuff up
