What? Why? Why would you want to decrease the training of balloon to 2 minutes? They just have been change from 8 to 5 recently.. There's no point in decreasing the training time any further..
Another, 5% hp increase for wizard.. Please give us a reason why you would want that as well as baby drag damage increase
