More resources for multiplayer attacks
At present the cost of making troops on average exceeds the reward of winning a raid by a 4:6 ratio. Either by increasing the loot you can steal or reducing the cost of troops there would be a higher turnover. My suggestion is that for th9+ you can loot 15% of the actual loot in the village and treasury being left untouchable (even thou loot can be stolen from them). The current rate of loot is not sufficient and is one of the reasons players do not continue after reaching th9+ . the game becomes extremely difficult and the time you invest in it superceeds the rewards of playing
