For the buildings, slots first. Make sure you up the number of people on each train and people in town by upping the train station and town hall. As for personal train, slots first round then shorten regeneration time. Most people will not have 10+ people you can pick up at a time. I still have 4 and even then, I can have a hard time find neighbors with more than 4-6 people waiting so I am working on shortening the time now.
Slots first is what I'm doing. After that I'll be working on time reduction. After *that*, I'll see. For train I upgraded it to 4 slots and now I'm working on the time. I'm not incredibly consistent with town though, so I'm very slow in upgrading it.
DEFINITELY slots first. Then XP and etc based on if tou want to spent the BEMS and SEMS. I have slots only for the BEM and SEM buildings.
I first maxed out the visitors and the regeneration of the train. As mentioned earlier i did long with just 3-4 in the personal train. Maxing out the visitors from express train is good.
Then i got time from B&B down. I did some other times. I haven't done much about the restaurant, needing Bems...and Sems...
I'm trying to max out xp since i don't need money. XP will be needed. But as i regularly forget town, its going at slow pace :D
I agree. Slots in shops, town hall and a few in the personal train. Time in some shops and as much as possible in the personal train.
At level 39, coins are going to mean a lot more to you than XP, and this will probably be true for another 20 levels, or so. I expanded coins in my town shops until I leveled up beyond the point where my coins were in short supply. Then I switched to XP.
Pretty much everyone will agree that getting 6 slots first in each shop should be priority #1.
After that, I recommend focusing on maxing Town Hall & Eggspress train. Best part of those ones is they do not require silo or barn materials either.
After those two, it's really optional as to what you want more in terms of more coins or more XP.
While time reductions are best in buildings that take longer. The Grocery Store for example give very little benefit; while time reductions in the Bed & Breakfast help quite a bit.
As for the personal train, it depends how big and active your neighbourhood is & your frequency of play.
If your in a solo neighbourhood, upgrading train to 2 slots is all you need to take Gregs daily townies.
If you play 2 times a day, morning & night it would be best to focus on taking more passengers.
If you play at regular intervals a day it would be better to focus on reducing regeneration time to collect more often.

I try to feed townies to gain as many experience points as possible. There have been times when I fed 13 x brown sugar to a townie in the grocery store. :saywhat:
My first suggestion is to do coin upgrades as late as possible. Ideally leave the coin upgrades until you max out; XP/RP, Service Slots & Time. No matter how much you need the coins now, you'll regret 10 times more doing coin upgrades before you make 10k coins extra profit on that service building.
Second suggestion is to start maxing out XP upgrades as soon as possible. Most of the service buildings don't need need all 6 service slots or 40% service time reduction upgrades. :p
My suggestion for starting to max out XP upgrades after you have:
(Always do slot upgrades first and time later when required)
Grocery store, 3 slots, 0% service time
Cinema, 6 slots, 0% service time
Diner, 5 slots, 0% service time
Bed and Breakfast, 6 slots, 40% service time
Spa, 6 slots, 20% service time
Beach cafe, 4 slots, 0% service time
Gift shop, 4 slots, 0% service time
Now you noticed that this contradicts with what almost everyone else have said in this thread,
BUT in an automated type of play on average you can hypothetically do 300 servings everyday. AND as long as you assign townies smartly and reduce idle time for buildings, you will be able to finish all of the townies with these slot and time upgrades.
Of course you won't be playing at 100% efficiency like a robot, but that inefficiency works both ways and and you won't be able to do 300 servings a day, and you won't be able to keep your service buildings working at all times possible. :)
One thing is certain, if you have 6 slots at each building and all time upgrades (or even less than all), you will serve townies faster than you can find them. SO you can start doing XP upgrades even before you have all slots for some service buildings. :)
Once you got 60% extra XP on all buildings, start maxing out slot and than time upgrades :) (You can leave time upgrades for grocery :facepalm:).
As other's said, upgrade train station and town hall quickly after each level.
And join a big neighborhood with active town players where you can easily find 10 townies to pick up (They exist). :)
If you are in such a NH, for personal train upgrade slots first, and time later. If you can find 5/6 townies in your neighbor's towns on average, upgrade slots to that level and then reduce maintenance time. :)

14x4=56 express train visitors, 28 with 2 building requests, 28 with 3 building requests: 140 servings
16 personal train runs for 10 townies: 160 servings

Fair call on the XP, I have done some coin investment in the earlier levels; and have since stopped. I have a feeling once I click over a few more levels I will have wanted to do XP instead. I get the feeling the tipping point for coins vs XP is in this lv 50-60 range.
As for myso's point not to get 6 slots in each shop, that really is conditional to how hard you play your town. If your always pumping townies straight in and out - it may well help getting less slots and more other benefits such as time & XP.
However, I know there are several players out there [myself included] who play town only in bursts, during events or to stack for derby purposes. In those cases having all town slots can really help manage your townies better.
I didn't do all the slots first either, I didn't need them initially. If a building wasn't able to accommodate all the visitors (so they had to wait to be served) more than a couple of times, then next opportunity I opened another slot - but if not, I chose one of the other options.
However, because I was making this decision at a lower level, when coins were tight, I chose coins a few times - a decision I came to regret later on as coins quickly become a non issue a few levels later and I wished I'd chosen XP/RP instead, as levelling up in Town can be a slow business.
I gradually opened all slots and early on stopped upgrading anything else in those that used BEM/SEM (Grocery, Diner, Cinema) because it seemed like a waste when I needed to upgrade my barn & silo.
I upgrade the other 4 everytime I level up. I'll upgrade the coins when I've upgraded everything else in them (I think I'm pretty much there) as I don't need to sell my tem for coins and one day SC might give us a new building we can only buy if all the others are upgraded or something (I doubt it, but I like t be prepared ;)).
At some stage I will probably upgrade the others to max on everything too, simply because it's there to do (I like things completed) and the impact on your barn and silo expansions is negligible when you need 180 of each BEM/SEM to upgrade, unlike when you only need 50 or so.
No matter what you do though, nothing terrible will happen (and likewise nothing amazing) so do whatever feels right & don't worry about it!
