There are clouds because the average Legends and high Titans player attacks more than they defend.
If I have a system where everyone drops a coin in a bucket and takes 3 coins from same said bucket. Adding a billion more people doing the same does nothing to solve the shortage.
There are only a handful of solutions...
- Add more bases that DON'T attack other high league bases and diminish the pool -- whether this be clones, dead bases bumped up in leagues, champs players getting hit by Legends that they will never be matched to, or whatever solution to add bases
- Decrease the number of attacks a player can do -- terrible idea, but a solution nonetheless
- Increase the number of times bases have to defend -- via revenge through VG, shortened VG/Shield, or higher penalties for attacking through shield/VG
And that's just the clouds issue. There is still a big issue with defensive losses post update being 3 times that of an average win. Thus, to stay in Legends, every player MUST attack 3 times for every defend.
