I have a few questions. Why downgrade after you upgrade?? What are the benefits? Will you get back gold spent on upgrade? Will everything you have upgraded at the th you down graded from stay at that level, or will it too, downgrade? How many times will you be able to downgrade? Do you think anyone would want to downgrade?
Its not a horrible idea but it doesn't seem like it would become successful. Answer the questions I asked above and maybe you will change people's minds:) good luck

No , I think no we have no player in th8 that dont know the TH9 shape
Needed for kids and other gemmers who have rushed their base by more than two TH levels. Rushed, with respect to their skill level. For example, a TH9 controlled by a player who spent their Christmas money on gems, rushing to TH9 from TH5, a kid who doesn't even understand luring CC troops, let alone have any concept of funnelling. Collectors all levels 3-6, they are constantly begging for troops that they can't use.
Currently, their only option is to drop back to TH1 by logging out of game center, deleting and reinstalling the app, and creating a new game center account (extremely tedious).
Downgrading TH would mean losing all buildings and levels not available at the TH level dropped to.
People will upgrade town hall, upgrade all troops, camps, barracks, spells, spe factories, then drop backs to lose loot penalty but still have higher troops and spells.
