you will need another device(iPhone,iPod,ipad) and a different Game Center id
You have to backup your thing on iCloud or whatever . Then reset your device , then make a new Game Center , and download clash of clans , and you have a new base on new Game Center.
If you want to return to old base, reset device and use iCloud backup to restore that. (Or reset and log into old (your current at this moment) Game Center and install coc.
This is what I did. (had an iPad as my main, then got a iPod touch)
I set the new game center up on the iPod touch, then downloaded the CoC app.
When I want to "toggle" the bases, I log out of my main game center, on my iPad, and sign in with the alt... After other game center is switched, then it will prompt you to 'confirm' that you want to switch.
Note*it says the current one will be deleted, but it is saved, rest assured. after you confirm your newbie base will be playable on the iPad (well that is my case) Then I sign in my main acct on the iTouch and can donate and such.. raiding on the tiny screen is not as fun, but it is functional!
Note* you will not be able to play one game center ID on both devises at the same time though. which ever is the last to open will be the playable devise, and the other devise's CoC app will be disconnected when you sign in.
So, I switch up my alt and main. one on the iTouch, when I am doing long upgrades and such, as I play on the iPad more regularly (Larger screen, longer battery life, easier to re-config.. etc..) this way when I have a load of time, I can raid on both devises, while one is training troops, I raid on the other devise. rinse repeat  both bases win!.. but it is a difficult balance at times. so be wary, one base tends to dominate your playtime.
Those TH8 upgrade times get brutal IMO..
have fun clashing!
