How about instead of just adding 30 seconds to everyone, they give 30 seconds to th 10s and 11s (due to the vast number of buildings, eagle artillery etc) and give th 9s a bonus 30 seconds when the last defense dies?
This would lessen those annoying 98% 2 stars for laloon and hog attacks.

Not really, only th 10 and 11. Th 9 would only get 30 seconds extra for cleanup. Th 8 and below would remain at 3 minQuote:

Timer should be be unlocked with your Townhall. If you're a th10 you should be able to have 30 extra seconds.
I want to see a dev be able to 3 star a max th 10 with another max th10 for them to justify taking away this 30 seconds.
Three minute attacks (less 30secs)
While it is currently not possible from a technical standpoint to add different attack timers for different Town Hall levels, we will be monitoring the situation at Town Halls 10 and 11 and see if changes are required. As of now, no plans to add those 30seconds back for Town Hall 9 and below.

I'm starting to wonder what was the excuse given for failed 3 star raids with the 3:30. Everyone want to blame the time as if it was never 3:00 min even. If you can't 3 star don't blame the clock. That's just & excuse.
