Rover, I get what you are saying. The diversity of bases wouldn't be changed. If people want to push up in TH level before maxing out properties they are going to do it no matter what. Think of this as a tool that would serve mostly to aid the organization of the available upgrades, it's not a suggestion or a guideline it's just a list of what is left before you don't have anything else to build. People don't have to max them out though it may be wise to for defense reasons. When you have a lot of property, things start getting a little hard to keep track of especially if you like to rebuild bases often.
