The membership fee is an interesting concept, but there are lots of families of clans where players move back-and-forth with ease, so it seems like it'd create problems for those clans and players. There are a couple things you can do to cut down on your issue, though.
Consider setting your clan to Invite Only or Closed and only accepting players who have applied and been vetted. You can use the forums, a third-party chat app, email, or social media to talk with perspective members before they join your team. Some clans coordinate the time when an accepted new member can join while others give accepted new members a password to join. Picking players for your clan before they join requires much more effort, but it will cut down on hoppers and players who don't fit your team's personality.
Require that new players donate first. If you must allow new members to add themselves into your clan, lay out the rules in your clan description and reiterate them when a new players joins. Make sure all your clan mates understand the rules, so that no one gives troops to a new player who hasn't donated an equal amount first.
