I don't know if this is a thing or not, but I think that the Clan Mail cool down for the leader should only be like an hour maybe 2 hours, for the co-leaders I think it should be 10-12 hrs but sometimes leaders need to send messages more immediately then the 12 hrs. and this is all coming from a leader of a war clan.
