There you go again ..preaching my way of playing is bad while yours is good...
My clan's record is irrelevant to this topic therefore I never mentioned anything about it. It is about your clan, and why your so so record makes it hard to keep your members. 75% win rate is nothing to write mom about. IMO, 80% of clans out there are just clueless. Therefore, any clan with decent attackers and decent organization should be able to easily attain 80% win rate.
We don't do any spying but I'm fine with it. Doesn't go against terms of service like modd ing does.
Idk what your war map looks like(how many of each th lvl), but i would suggest having your clan open during prep day, and closed on war day.
We usually run 3-6 th9s, 10-14 th8s, and fill the rest with th7-. I am the highest and lowest th9s on our map, and i always use a fake war base during prep day (still a decent war base ). I change to my real war base right before prep day ends. That way, any planning on the enemy side will be for nothing. If we did accept a spy, that would make their screenshots useless.
My clan stays closed, but its not bcuz of spies. I do understand how hard it is to build up a clan though, so maybe this will help.
In the end, spies are far from the worst problem facing war clans. Even when you know where all the traps are, getting 3 stars takes skill

Screenshots become useless, but knowledge of the clan castle contents does not, and that is worth something as well. Not impossible to fill clan castles at the last minute (probably easier than getting everyone to reliably switch bases, as you may only need a few people to do it), but both of these are risky if put off too long. The former leader of my clan used to use a troll base as his prep day base, and it's a very good thing that it was harder to defeat than it looked, because it frequently ended up being the war day base, too!
It would be nice for NON clan members who join your clan DOES NOT have access to clan wars UNLESS they are ELDER. That would be something that maybe supercell can make it happen.
I started a new account recently, and have been hopping around in various clans, taking a look at the war activity if there is any going on. It has been eye-opening to see how sloppy some clans are when it comes to war! But I digress...
Restricting viewing to elder and above seems undesirable. Why would you want to have everyone in your clan be elder?
A better solution seems to be to hide bomb and trap locations from anyone who wasn't a clan member at the time that the prep day started. It would be easy to snapshot the list of all the player IDs who were members of the clan at the time prep day starts, and as long as you are on that list, you can come and go as needed during the course of the war and still see all the details. If you're a spy who managed to get into the clan before prep day started, I think you deserve to get all the info :D Other clan members can come and go, whether to visit Req n' Leave clans for troops, or hopping over to visit a friend or a feeder or whatever, and when they come back, there's no extra work required compared to a clan member who has been there the whole time. If you weren't in the clan when the prep day started, you get the same view the enemy gets.

No, I believe it is much easier to program code based on elder status than what you described above.
There's a similar, but better solution raised on here fairly often: members viewing the map cannot see traps/CC etc, if they have "New" by their name. That way any member will have full access to the warmap after a couple of days. Or if you want a visitor to have full access, just make them elder temporarily.
First, keeping a list of authorized members is a trivial matter of programming, using routines that they certainly already have for other purposes. Kludging a solution by tying it to elder just makes the code more difficult to maintain. Difficulty of coding is not why this has not been done.
Second, overloading elder status for this is bad policy, as it forces clans to give out elder to grant access, or restricts your flexibility needlessly. If a change is going to be made, do it right the first time.
