I don't get what you are on about. I close the clan for war. It is tedious, and I would prefer that new members couldn't see traps, CC troops or HTs.
I pointed out flaws in your suggestions.

We know we can take extreme measures to prevent spies. Or if we have strong players we wont worry about it at all, but all what you are suggesting seem to create more problems than it solves. Proper clan management is the key for sure, but not all clans are like yours. Most clans are average.
I dont want to demote/kick somebody just because he accepted some player which may be or may not be a spy, and i dont want to reject a good player, just out of fear that he could be a spy.
If you tell me manage your clan better, then you should also direct this advice to the 90% of average clans. I dont see this as mega challenge or request for developers. It just makes sense to do it, unless supercell thinks that spying on others is also part of the war, then let it be.
It is not a major annoyance, but a suggestion. After all nothing happens if somebody saw your traps and increased his chances of 3 starring you in the 1st first attack.
I started this idea, not because somebody spied on us but because somebody from us spied on them. I was able to 3 star a difficult maxed out TH9 base, just because i knew where giant bombs were. So i found it unfair.
You might tell me, i could have ignored it, but that's not the point. The point is we did it to others. Somebody could do it to us and it could impact the result of war.
Yes, spying is an issue. I have seen the nonsense reply from SC telling clans to just close their recruiting during war. That is a very poor answer. To build a healthy clan, you have to be recruiting constantly.
The real issue here is that the clan has absolutely zero control over who attempts to join. Players have a few advanced options to filter which clans they see, but clans have only one possible filter and it is absolutely useless. Trophy count is the second most useless statistic in the game (right after player level). How about language? country of origin? town hall level? hero levels? These would be useful filters.
A previous poster said that they want Dutch players. I agree, the clan should have the ability to only recruit from a specific country or language. I can't count the number of players that looked like they had a good profile and good village, but after we accepted them, we later found that they did not speak a word of English and we had to kick them. The game requires social interaction! I don't know why someone would even want to join a clan that they could not communicate with, but they do. The clan should have the ability to filter who sees them in searches.
When people search, they find literally tens of thousands of clans. So, they use the tools available to narrow the search. Those tools narrow the search a bit, but only point them to higher level, mostly full clans. Thus, these tools make it much harder for "average" and new clans to recruit. Thus, such clans feel they need to leave their clan "open" or "invite only" during war. Which is the symptom of this larger problem that this thread is trying to solve.
If the clan had some filters that they could turn on or off, they could better protect themselves from spying. It is a no-brainer that members from a clan that you are in war with should not be able to join, or at least should have a note on their join request identifying them. But a real filter system would benefit players, clan and the game as a whole.
I recommend the following filters for CLAN use:
Country
Language Setting
Town Hall Level
Hero Level
War Stars
Friend in Need
Sharing is Caring
#Anoushka, #SUPERCELL, #Developers
adding cool down to view war base layout, or even not allow to view war map for all new members, say 2 days cool down, then after the cool down end, the war is ended.
cool down immediately end if the member get promoted to elder or higher, can be used for some friend come to your clan to help with the base design etc.
