Ummm Are you saying for each th they have their own "Goblin towns"
No, I'm saying once you reach TH 10, the goblin towns change into 10 to 15 tough goblin bases each month & award achievement gems to those that beat them. Time limits, handicaps or total destruction could also be awards. Just something to do in between wars and upgrade wait times.

Every time I hit the fight icon I see all the vacant goblin towns & think to myself, sure would be cool if they made some new super tough goblin towns or made a new dark troop that was only obtainable if you beat 10 extreme goblin towns & had to fight an amped up version of the new troop. I don't know, just seems like there's a lot of potential in the goblin dept that's been over looked & with some creative dabbling I'm sure the crew at supercell could come up with some pretty cool new base designs and challenges for those with maxed troops to help pass the time in between upgrades.

The revival of goblin towns! (vote on which part you like the best)
1) Boss bases! The boss bases will all have something special about them and will occur every 5-10 normal bases and a new one will spawn every week after you have destroyed all the normal campaign goblin towns. Some boss bases may have 'mega defenses' e.g. a giant mortar that does x3 damage more than the normal mortar, has a bigger area damage radius, and stuns troops for 2 seconds. Also maybe a giant archer tower that has the range of a ground xbow and shoots flaming arrows (they deal additional damage for 5 seconds). Some may have defending troops (goblins, maybe even a dragon!) And of course, the final base has ..... THE GOBLIN KING! The goblin king should appear during the tutorial, running away when the first goblin village is destroyed. In the final boss base he defends his base in a last-ditch effort to wreck you. He spawns level 5 goblins (at 1 every 3 seconds).
Destroying this base will give you a lot of loot (boss bases will have dark elixir lootable) and 30 gems!
Weekly boss bases: Are created by users and are not restricted in number of buildings/traps. There will be an experience level cap to ensure it is beatable at the corresponding th level. So we can all attack more and have more loot but Supercell doesn't need to make any bases!
2) Players' goblin bases. At xp level 20, a passage (about where the waterfall used to be) leads into the woods, which is your new goblin town! (thanks to all that suggested this). It starts off with weak defenses and a few walls, and is upgraded with points rather than resources. Points are gained by destroying other goblin towns (there will be a 'find opponent goblin town' button in attack screen. The more stars you get, the more points you get! Lvl 1 cannon will be worth x amount of points, Lvl 1 archer tower will be worth y amount of points, etc. Basically every different defense or trap is worth points.
To prevent spamming defenses the price of the next defense will be raised when you have many of the same defense on your base.
What your base does: your goblin town has an extra mine and collector (can be upgraded with points) and a 'goblin barracks'. This 'goblin barracks' will train new troops (some will be goblin-themed) and the troops will go to your main base! Successful defenses will give you more loot!
3)Contested goblin territory (slightly off-topic but pls continue reading)
This will be a new game mode. 5 or so players will be matched against each other (decided by xp level) to fight for one territory. The territory is first unowned (actually owned by the goblins). It is a generated base that is about 60% of the players' average xp level. Any of the 5 players can attack the base. A 60% + victory will be enough to take the base.
When the territory is yours: You can spend points for extra defenses/upgrades (similar to points idea in 2). The main building, instead of the town hall, is the goblin bank. The goblin bank does not direct produce anything, but it will improve your collectors/mines production on your normal base by a certain percentage while you own the contested territory. Upgrading it also requires points but increases the percentage.
Another player can still take the territory! Contested Territory starts every Monday and Friday and lasts for 3 days.
Base variants: 'Walls of Steel' - walls and wall upgrades cost less points, the base starts with a lot of walls!. 'Surprise Assault' - the base starts with 12 normal bombs and 2 spring traps! traps cost less points. 'Fiery Fortress' - high level base containing 2 infernos, 1 is multi-target, one is single-target'. 'Spell Spammer' - high level wizard towers, 2 wizards defending base (like clan castle troops).
