Hero weight really isn't that much though; The real issue is how difficult it is to three star TH9 bases without heroes whilst how fairly obtainable it is with heroes.
Lowering your war weight by 1-4k won't change that issue. If you have an option to make your entire war matchup hero-free, it may provide a fix but this will likely cause bigger divides within clans and cause additional problems.

Btw, in my clan, it's the opposit, I am a clan leader and I ask everyone to play the war even if his hero is upgrading.
It has been months since I last played war with both heros and yes it's hard, but I got used to it and my clan mates too.
I have always queen or BK upgrading.
My queen is now LVL 23, and BK lvl 20, i think i will start getting both of them in war more often, cuz it's now hard to get enough DE in 7 days to up...I need 120k DE in 7 days, not so eazy to farm that.
From what I've seen its a programming issue which causes too many conflicts. Not sure if thats true or ♥♥. Theyre so important id like to see them reduce the build time to compensate. Not having them is an issue an needs to be addressed.
This adds one more piece of complexity that isn't needed. What if someone's upgrade of a hero is going to finish in the 47 hours between the start of prep day and the end of war day? Some people would want to use it for war but some would want to start another upgrade and the system has no way to tell. And what about the people who plan to start an upgrade after the prep day has started?
I think it's best to rely on your members to take responsibility for opting in and opting out. Once one war has been declared, the players have plenty of time to set opt in/out for the next war.
