which one is better, the base in the top picture or the bottom picture

It really depends on what you want.

IF you only want to protect your DE, then the bottom design is better. There's a good chance that once they cleared your Gold & Elixir Storage buildings using a combination of wall breakers and goblins they won't waste their units to destroy your defenses:D.

IF you want to protect ALL your resources, then for sure the top design is better, but your TH is more exposed in this case and it's likely that you will lose both some resources (since the December update) as well as trophies:( (losing your TH means a "Defeat").
