As a new th10 you will have trouble stealing loot from other 10s. I have been a 10 since the update and I haven't had much trouble keeping builders busy. I will say you won't be raiding many th9s. You will have to raid 10s. The 9s that are presented to me generally don't have enough loot to waste a attack on.
On a side note I have had a real hard time collecting de and elixir. I have tried batching but I just suck at that. My raid army takes a hour and a half to train. I generally net 300-400k gold per attack and enough de and elixir to cover my cost. I have yet to get my camps to max.
In hind site I would have waited to max my heros and walls. I have all Legos and a 20 queen and a 23 King. It would be nice to have 30s. They get killed fast. I have not done a hero upgrade since I became a th10!

It's all up to your preference. I really hate dealing with a 3rd crossbow and infernos.

Going to th10 soon? Then absolutely.
Permanent th9? stick with the legos.

Level 9 walls
I have been wondering if i needed to level them from 9 to 10 before I upgrade to town hall 10 but seeing how much time it would take at town hall 10 with all those upgrades makes me quarry of the idea. I think ill try to do half lavas and work on my heros level before I upgrade to 10.
