Shrenking normal spells

What if ther was a building that let you make ordenary spells to small spells so thay can be donated to cc and to balance it the shrenked spell would do half the damage of what the origanla spell did or the duration would last less.The building can look like an antique centrifuge with gears and a crank

Sounds cool but would be op still. No matter what, a rage, heal, and jump would be too op as a donation spell.
