This is actually a great idea! Dragons become boring after th 8. This would bring new life to them. I support it. Just needs some more thought.
I dont think it should be a wizard though. I think it should be a new troop with a spear or something.
Cost would be elixir for the dragon and dark elixir for the rider. What he does is dhe makes dragons respond to defensive attacks.
