It does seem to attack a bit quick, maybe increase the time between 2-4 seconds otherwise the unit will maul any building with a 1.6 second attack rate
Cool idea but it is WAAAAY too OP, maybe nerf it a little and change it to a TH 10 hero.
This is a unique concept that generally seems to have originated from the Inferno Tower.
I don't think it would be a a great troop to have if its DPS increases after destroying a structure. If you haven't noticed, there are a lot of buildings at TH10 and 11. If we have this troop increase in DPS after destroying half the base with healers, it could be exploitable and very strong. Unless you meant for it for the troop to have a max DPS that the troop could go up to, I don't really think this troop would be very great to bring in to a raid.
Perhaps we could consider giving this troop a very similar capability, from the Inferno Tower: The longer it stays on target, the more damage it will do over time. Of course, like the I.T, there will be a maximum amount of damage it will be able to do. ex. Inferno tower set to single will reach 1000DPS if on target long enough. Instead of making this troop have to destroy targets to become stronger, I think this would be a better option.
I think the second ability complicates things a little bit. TH11's will have even more ease considering they have the Grand Warden. The troops will have extra HP from the GW AND make troops take less damage from nearby defenses with the I.P around, I don't like troops with more than one drastic purpose, save some room for other troop ideas. Ex; Cannoneer; it will reduce the DPS of the defense it targets to aid other troops. It was selfish to put my idea down, but you know what I mean.
Overall, I see this as a strong troop, and I think it would certainly help TH10's and 11's. Keep the Housing Space at 30, it is absolutely fine considering this troop's purpose. TH8 v TH8 would become stupid.

Woah WOah WOAH! What do you mean FAVORITE troop creator? I would like to dispute that.
Anyway, on to your actual idea, I like it in theory, just a few problems I have with it. first off, the DPS increasing with each building destroyed is a brilliant idea, however you need a lower starting dps. Right now, if I were to drop 1 of these on some outlying, defensive buildings, and destroyed 4, a lvl3 Inferno Phoenix is doing roughly 850 DPS. Drop an army full of them, and being air troops and ignoring walls, there going to be a bit OP, especially if it isn't taking as much damage from defenses, combined with a 15% egg buff when one dies. Also, since the DPS buff is stack-able, is the damage decrease also stack-able? And finally, chances are, some TH10 troops are going to come out, so this is more likely to be DB9 at TH11 rather than DB7.
