CoC isn't a linear progression game, so matching people purely on the TH level in the current system would not work in any way. But, as CoC the opponents are picked randomly from a ladder, where everyone can decide where they stand themselves, I find the system very functional. The sub200 is bit... strange, but why not :) In every game there are those, who enjoy to compete against others, who are of equal "level" and also those, who enjoy smacking the noobs. CoC serves both equally well, I think.
Everyone can play the game how ever they want and the loot bonus/penalty does guide people to make an appropriate choise whom to attack. But if you are aiming for cups, bigger is better and a low level TH will get smacked six ways to sundays when going over 2k. Go right ahead if you want to compete with the big boys with own playhouse, but don't get all angry when someone steps on you like an ant.
As there really isn't enough resources available in the game, the only way to feed a TH9&10 is to either gem or farm. You can't progress in the game higher up with the "normal" resource flow.
