New Ability: Eagle Artillery Strike.
Note: How you obtain, and keep this ability is complicated, but the reason for that is so having this ability becomes a risk reward system so keep that in mind when considering this.
The main reason is to help improve loot. Just give it a read.
Eagle Artillery Strike
Unlocked: TH 9
(The reason for it being unlocked there will be made clear later, but it has to do with the loot.)
Ability: When selected in your troop tray you can tap the screen, like any spell, and will deploy a Eagle Artillery Strike on that area. The strength of this ability is increased by the amount of loot you have saved in your both Gold, and Elixir storages.
Note: Understand that when intially unlocked this strike only fires one shot vs 3 shots the Eagle Artillery normally fires at TH 11.
Stats:
Lvl 1, One Shot = 250 Damage
Lvl 2, One Shot= 300 Damage
One Use a raid
One hour cool down

-IMPORTANT: To restate a point, You can ONLY have this ability if you have BOTH gold, and elixir to the required above percentages. NOT Dark Elixir. This is so to keep DE a rare resource (because people will want to save loot for this ability) while also making this ability useful for DE farming possibly.
Reasoning, and Details:
-The reason for this Ability at all is, regardless if you feel there is or isn't a loot problem, it's my attempt at a solution to help better the loot situation.
I am a TH8, and I know the loot is easy to obtain here. However from what I have gather, among players I have met on the forums, in the game, what I have read the loot seems hard to obtain at Town halls 9-11. Thus why it is unlocked at TH9. I understand I am only one person with only one point of view so I will say again this is just my attempt to help whether there is a issue or not a issue.
-This is idea is planning to encourage players to save loot so they have access to this ability, not only for the fun of having it, but for its use. Which, in turn, allows other players to raid their bases for thier saved loot which is where the risk, and reward aspect comes in.
-However, since war players have enough complaints, I don't think this should be used in War only in raids.
-The reason for the percentages of 20% to 80% is because this ability becomes essentially useless when you have full loot on either Gold, and Elixir.
-In the case of when you use resources, if your loot goes down below a tier percentage then the ability gets downgraded. For example, lets say you have both your gold and elixir at 40%. You then use your gold to upgrade your walls, but only use enough gold that your gold storage is STILL above 20%. In cases like that, you still keep the ability, but you will keep the lowest tier and your Eagle Strike will only be as powerful as it is in Tier 1. IF you HAD used enough gold that it lowered it below 20% you would lose the ability entirely. So bottom line, both of your storages must be at the required percentage to have or upgrade the ability.
-If you have noticed, a shot of EA is equal to how it is at TH11. I did not account to modify the damage this shot does per TH level simply because that would complicate the idea that much more. Therefore to keep it simple, I left the damage this way. Of course it will need to be balanced across the TH Levels. So when considering this Ability understand (No duh) it needs to be balanced.

I'm aware of concerns to the recent buff to the Eagle Artillery. This idea has NOTHING to do with the Eagle Artillery so please, if you have an opinion with that defense please look at this without your biases. Then give me feedback whether the concept WOULD work to get players to save loot or just be a nice ability to have overall.
