I recently ran up a defenseless base from start to currently upgrading to TH9, and I found that loons are pretty OP at any TH level, even low-level loons.
Just take enough archers to take out the CC (and/or use a lightning for that), and a few for cleanup. The rest loons. Get max loons in your CC and release them first as close to the air defense as possible. Spam the rest of the loons behind them. Drop some archers for cleanup when the defenses are down.
I don't think this will be as effective at TH7 anymore with the 3rd air defense, and TH8 is hard unless the air defenses are weak or not placed well, but below that, I would recommend loons and archers.
