The simple and most elegant solution is to have demarcation leagues. At a certain league, no more townhall sniping. It doesnt get you trophies, it doesn't get you loot bonus, and it doesn't get you a win. You have all the complicatedness, with PBTs, fighting through shields, etc. Solves the issue for the "hardcore" skill-based players. They get this awesome, skill-based version. Like moving to the Pro Leagues.
At lower leagues, everything stays the same. Those players who will never ascend to the higher levels could care less about "skill". They play for the fun, for the camaraderie, NOT skill, but to progress as far as they can given their own personal situation.
Quite a few posts back, I made an analogy to baseball. Tee-ballers play with a tee, but nobody when they ascend the ranks of baseball think its going to stay. If you move up, you lose the tee. Same goes for baseball bats(aluminum vs. wood), or softball(fast pitch vs. slow pitch). The point is, a REAL game recognizes that players play for different reasons and gives everyone the opportunity to play the way they deem enjoyable.
