This destroys a couple of things
1. The ability to practice war attacks on war bases. Sometimes, people want to try new attacks in a war setting after their clan has secured a win. By forcing a surrender, you take away the ability for people to practice. Attacking trophy pushing bases and farming bases doesn't help as much as attacking war bases. Especially for 3 star strategies.
2. Loot attacks. If the enemy has outplayed you, they deserve to be able to conduct loot attacks to make the war worth it monetarily.
3. If a player is in a strong war clan and the enemy often surrenders quickly, it is possible that a player may never get the chance to attack in war before their team wins. Since prep day is always 23 hours, it could be the case that they spend 23 hours in prep day while only spending 10 hours in war day. This is not fair to people who have life schedules.
Edit: I overlooked the part about the war not ending for the other team, but this also seems exploitable. Your clan will still get clan xp from losses correct? So this means that you can exploit the system by surrendering and receiving clan xp to boost clan levels.
