It becomes hard for small clans to unlock 7th tier that's why SC do it on a special occasion only.

It totally made sense because the purpose is to help lower Townhall and new players to upgrade faster.

Indeed. I don't think I upgraded any of my first three accounts from TH11 to TH12 with heroes that low (not RC of course)

Before that we used to get frequently and was the best time.
